अगोप्तारश्च राजानो बलिषड्भागतस्करा: समर्थाश्चाप्यदातारस्ते वै निरयगामिन : – Mahabharat 13.23.80
Meaning: A king who procures one sixth of the income of his subjects as tax but does not protect them, and those who do not make an offering despite the capacity, certainly go to hell.
