Prabhavaarthaye bhutaanam Dharmapravachanam krutam
Yah syatprabhavsamyuktah sa Dharma iti nishchayah – Mahabharat 12.109.10

Meaning : The ultimate benefaction of living beings is the underlying objective behind the conception of Dharma (righteousness). According to one principle, that which possesses the capability to ensure progress certainly is Dharma.
